The Chinese regime believes that 80 percent of the world’s “right of speech” is dominated by Western media. In order to have more control over the right of speech, Beijing is sparing no expense to support Chinese-language media outside China.
Its new approach, implemented by the Xinhua News Agency, CCTV, and other media, is called the “localization strategy of China’s great external propaganda” or, stated more simply, adapting Chinese media to foreign tastes. This strategy’s goal is to convey communist propaganda while avoiding sounding like communist propaganda.
